Delegation of JSC «Evraziyskiy» takes part in the business program of the International Water Forum «ECWATECH 2014»

A delegation of «Evraziyskiy» took part in the business program of the International Water Forum «ECWATECH 2014», which took place 3rd-6th June in the IEC «Crocus Expo» in Moscow.

«ECWATECH «Water Forum is the largest in Eastern Europe. Three days of the forum attracted more than 10,000 professionals. Participants could see a fair picture of the state of things in the field of industry as well as obtain reliable information about the latest trends and prospects of market development, and establish new business contacts.

Deputy General Director of JSC «Evraziyskiy» Dmitry Puzanov made a presentation on «Why has concession never been and will never be the main form of attracting investment in water supply and sanitation in Russia?» at the scientific and practical conference of OJSC «Mosvodokanal «titled «Topical Issues of water utilities as managing objects in a modern legal framework», organized with the support of the Analytical Center of the Russian Federation. Mr Puzanov assessed the current status of public-private partnership (PPP) in the field of water supply and sanitation ( WSS ), noting that there is practically no market for public and private partnership projects as new competitions in the industry utilities are not being held at the moment. Besides Mr Puzanov commented on a growing number of troubled projects. The situation is aggravated by the fact that there are new legislative restrictions, depreciation continues growing, the availability of long-term loans is limited, and the tariff rising for services lags behind inflation.

The speaker also noted the problems need addressing at the federal level. It is essential to adopt a federal law on PPPs, extend its outcome to the water sector, simplify the procedure for the construction, commissioning and state registration of new engineering infrastructure utilities, provide the mechanisms of back investment due to long-term tariff regulation of the activities of municipal utilities, change the tariff policy and concentrate to protect the interests of the poor, and extend government funding to be used as a lever to attract private investment.

Conference participants discussed the experience of corporatization of water utilities, concession agreements, issues of public-private partnerships and other aspects of the activity.

The conference was attended by managers of water utilities around Russia, representatives of business, regulatory organizations, state authorities such as the Federation Council, the State Duma of the Russian Federation, Moscow City Duma and regional administrations of the Russian Federation.

Moderator of the conference was Dovlatova Elena, Ph.D., executive director of the Russian Association of water supply and sanitation.

Speakers talked about the issues that have defined the technical policy of Rostov Vodokanal, aimed at avoiding the use of liquid chlorine and switching to alternative water disinfection technology. Application of UV disinfection technology on stage together with sodium hypochlorite has increased epidemiological reliability of drinking water significantly and completely excluded the possibility of penetrating into the bacteria, viruses and protozoa. Besides the panel issued on the investment component of the project, the key stages of the project a public-private partnership, which at this stage is possibly to reduce energy consumption by 15.7% and reduce accidents on the water pipe networks by 17%, reduce the share of energy costs in the cost structure with 37% to about 25%.

The Conference also dwelled on the implementation of investment representatives at water utilities and contractors for projects in Naberezhnye Chelny, Odintsovo, Troitsk, Podolsk, Vladivostok, Moscow.

The delegation of «Evraziyskiy» visited the exposition and had a look at a wide range of new equipment and services for the management, restoration and protection of water resources, water treatment, municipal and industrial water supply, wastewater treatment, construction and operation of pipeline systems and other development issues in the water sector.
