Rostov Vodokanal disconnects two illegally attached apartment buildings

OJSC «PO Rostov Vodokanal», Rostov-on-Don disconnected from water two unoccupied apartment buildings illegally connected to the city water mains.

One of the buildings is located at 21-ya Liniya, building 5-7. The fact that the construction of a 9-storey apartment building with office space is being done here was known to the workers of Vodokanal in February this year. A survey found out the in-puts to the municipal water system, but none of a contract for the rental of water with JSC «PO Rostov Vodokanal» has been made. On preparing all the necessary documents and sending notifications (to the district administration, the CPS, the fire service, as well as the owner of the object), this house was disconnected from the city water supply system. However, during the check-up made by Vodokanal the experts found out that the water entering the house under construction has restored unauthorized connection. May 23 the piped input that has been stopped previously was dismantled.

Another building that had an illegal input was located at Selivanova St, building 19. The fact the construction of four-storey apartment building with built-in facilities for commercial purposes is being done was known to Vodokanal in January this year. It was found that again there were not applications for the docs to get a wastewater disposal. The developer did not apply for design documentation at Vodokanal as well as did not get water and sanitation services legally. Upon notification of the district administration, Federal Service for Consumer Rights Protection and Human Welfare, fire service, as well as after informative note about disconnecting the input was eliminated.


A month later while an observations of the site the water utility specialists found that the well at the area was filled with water. They suggested the idea thus the owner decided to hide the traces of unauthorized connections and re-connected to the water supply bypassing water utility. May 23 a control inspection of water supply systems was done. When the water was pumped out of the hatch, unauthorized information about connecting to the water supply at the intruder was confirmed. Water utility workers went down into the well and dismantled the portion of the pipeline connected to the point of attachment to the city networks.


The problem of unauthorized connections is quite relevant in Rostov. These connections threaten the comfort and safety of the city. An unauthorized connection does not usually get disinfection and flushing water supply networks of the consumer. Water supplied by such a pipeline may not meet the sanitary — epidemiological norms. Illegal connections also lead to a decrease in pressure in urban networks, emergency situations and as a result deterioration of water and sanitation services to bona fide users.


«There is also another danger. Being unaware of the problems, one can buy an apartment in the house illegally connected. And the result will happen to be without water supply and other public benefits», — said the chief of department on work with multifamily housing and heating supply organizations of «Vodokanal» Yuri Kuznetsov.
